MILWAUKEE, Wis. (May 16, 2025) — As energy costs continue to strain household budgets, many Milwaukee-area homeowners are already reaping the benefits of a recent home upgrade program that helps reduce energy waste, improve comfort, and lower utility bills starting from the basement up.
Green Homeowners United, in collaboration with the City of Milwaukee, the Inflation Reduction Act, Focus on Energy, and additional public partners, is continuing its work to deliver energy efficiency improvements to qualifying households across southeastern Wisconsin. The initiative, now well underway, has already assisted many Milwaukee-area homeowners in improving home comfort and reducing utility costs through targeted basement energy upgrades.
This ongoing program provides subsidized basement insulation and air sealing improvements for qualifying homes, helping homeowners address one of the most significant yet overlooked sources of energy loss in older Wisconsin homes.
Program Benefits Include:
- Comprehensive energy assessment conducted by certified energy efficiency professionals
- Installation of rigid, fire-rated insulation with vapor barriers along exposed basement walls
- Sealing of air leaks in the basement to reduce drafts and address minor moisture concerns
- Attic insulation and air sealing
This program is available to low- to moderate-income homeowners whose properties meet the following criteria:
- Located in Milwaukee, Waukesha, Washington, Ozaukee, or Racine County
- Classified as a single-family home
- Publicly or privately owned HUD contracted subsidized multi-family buildings
- Owner-occupied (tenants may qualify if the property owner agrees to program terms)
- Basement foundation walls must rise at least 1.5 feet above grade, be accessible, and free of significant damage and water infiltration
- Household income must be at or below 80% of the area median income to receive no or very low cost upgrades
- Property taxes must be current, and the home must not be in foreclosure or bankruptcy
Duplexes and triplexes will be enrolled later in 2025 but can apply now to reserve their spot.

About the Program:
This program is funded by the City of La Crosse and available to eligible low- to moderate-income homeowners within city limits. Green Homeowners United is a participating contractor providing assessments and upgrades but does not administer the grant itself.
The program is available to homeowners, tenants of single-family homes or duplexes (up to four units with landlord approval), and owners of manufactured (mobile) homes who rent the land, with title of home ownership.
